'''Cipher''' is an Event Exclusive and an evil syndicate with plans of world domination. This NPC appeared on April 2011 and was one of Pokémon Vortex's first special events.

It was available for a limited amount of time. Defeating him will earn you the [[File:Xd.gif|Cipher]] Badge.

This event has not been available as a re-run during v3, although the badge still exists within the game.

It is unsure whether the event will make a return to make the badge available for players again.
