Cipher is an Event Exclusive and an evil syndicate with plans of world domination. This NPC appeared on April 2011 and was one of Pokémon Vortex's first special events.
It was available for a limited amount of time. Defeating him will earn you the 
Badge.
This event has not been available as a re-run during v3, although the badge still exists within the game.
It is unsure whether the event will make a return to make the badge available for players again.
